WV Birth to Three is a statewide system of resources and supports for children under age three who have a delay in their development, or may be at risk of having a delay, and their family. The Department of Health and Human Resources, through the Bureau for Public Health and the Office of Maternal, Child and Family Health, WV Birth to Three, is the lead agency for Part C of the Individuals with Disabilities Education Act (IDEA). Regional Administrative Units are responsible for lead agency functions within a geographical area. River Valley Child Development Services is the administrative agency for RAU 3.
Eligibility based on infant or toddler up to 36 months having a delay in one or more areas of their development, or be at risk of possibly having delays in the future; no financial eligibility requirements.
Referrals can be made by anyone who suspects a child may have a delay in development. RAU then contacts family to schedule home visit for initial information gathering conversation; family selects practitioners to determine child's eligibility; if child meets an eligibility criteria selected team partners with family to develop Individualized Family Service Plan.
The RAU houses individual children's records; enters data for provider payment; carries out public awareness/child find activities; conducts quality assurance monitoring; provides parent to parent support.
